Executive board & committees

Name

The name of this association shall be the National Association of Teacher Educators for Family and Consumer Sciences, hereinafter referred to as NATEFACS.

Purposes

As an Affiliate of the Association for Career and Technical Education (ACTE) Family and Consumer Sciences Education Division, the purposes of NATEFACS shall be to further education and science in family and consumer sciences. Without limiting, but expanding the foregoing, NATEFACS shall:

A. Improve and strengthen teacher education in family and consumer sciences.

B. Establish and improve standards of research in family and consumer sciences teacher education.

C. Sponsor and otherwise support professional discussion in family and consumer sciences teacher education.

D. Encourage and promote a sufficiently full and fair discussion of the pertinent facts involving concerns and legislation affecting family and consumer sciences teacher education and the improvement of home and family life.

E. Promote liaison and other cooperative professional activity among members and others having related concerns, especially other Affiliates of the ACTE Family and Consumer Sciences Division.

Membership

Individuals engaged in pre-service and/or in-service education of Family and Consumer Sciences teachers shall be eligible for membership in this organization.

Officers and Duties

A. Elected Officers

The elected officers of NATEFACS shall be president, president-elect, past president, secretary, and treasurer.

B. Executive Committee

The elected officers shall be the Executive Committee

C. Election

Executive Board Offices President-elect, Secretary, Treasurer and the JFCSE Editorial Board Member-at-Large shall be elected by mailed ballot annually prior to the annual meeting of ACTE.

D. Term of Office

All elected officers of the Executive Board shall serve one (1) year from July 1 through June 30 except for the Treasurer, who serves a two (2) year term. The President-Elect succeeds to President after one year and the President becomes the Past-President after one year. Each JFCSE Editorial Member-at-Large serves a three (3) year term.

E. Vacancies in Office

Vacancies during a term of office shall be filled by action of the Executive Committee until the next annual election.

F. General Duties of Elected Officers

1. President

As the chief executive officer of NATEFACS, the president, represents NATEFACS, is the official spokesperson for the Association and gives general supervision and leadership to organizational policies, programs and legislative activities. Without limiting, but clarifying duties, the president shall conduct the assignments outlined in Section D.

2. President-elect

Serves as the associate chief executive officer of NATEFACS and shall assume the duties of the office of president should the president be unable to serve. Without limiting, but to clarify duties, the President-elect shall conduct the assignments outlined in Section D.

 3. Secretary

Responsible for keeping records and writing correspondence, as requested, of NATEFACS. Without limiting, but to clarify duties, the Secretary shall conduct the assignments outlined in Section D.

4. Treasurer

Responsible for the financial affairs of NATEFACS. Without limiting, but clarifying the duties, the Treasurer shall conduct the assignments outlined in Section D.

Committees

A. Standing

The following are the NATEFACS Standing Committees: Executive, Program, Nominating, JFCSE Board, History, Awards, Bylaws, Legislative, Membership, and Web Page Manager. Without limiting, but clarifying duties, the committees shall conduct the assignments outlined in Section D.

B. Initiation

Ad hoc committees may be added at the discretion of the president in consultation with the Executive Committee. A committee chair and recommended committee members are named. A specific charge is given to the committee chair. A date is identified for the beginning and ending of the committee.

Dues

The membership year is January 1 through December 31. The dues for annual membership in NATEFACS shall be $20.00, effective 2001.  Any changes in the dues shall be recommended by the Executive Committee and approved by two-thirds vote of the members present at the scheduled business meeting during the annual ACTE meeting.

Meetings

A. A business meeting of NATEFACS shall be held annually at the place of the annual convention of ACTE.

B. A quorum shall be 25 members. A majority vote of this quorum shall be necessary to carry on the business of this organization.

Policy Adoption and Amendments

A. Adoption and amendments

These operating policies shall be adopted and amended by action of the Executive Committee and a positive vote of two-thirds of all members present and voting at any meeting, provided that notice of any proposed amendment(s) be given by mail or e-mail in advance of the meeting at which it is to be voted on.

B. Emergency amendments

In the event of an emergency as determined by the Executive Committee, the Bylaws may be amended by mail ballot by positive vote of a majority (51%) of the members who return their ballots
